What is the project about?
Background
•The UN Decade of Action for Road Safety 2011-2020 has begun.
•The European Union and development banks have new safety requirements for the road projects they will support.
•A European Road Safety Area has been proposed to ensure road networks are consistently safe for travel between European countries.
•There are growing calls from the European Parliament and motoring clubs to eliminate high risk roads, particularly on busy major national and regional networks where the majority of road deaths are concentrated.
Deaths and injuries from road traffic crashes are a major and growing public health epidemic. In South East Europe, more than 10,000 people lose their lives annually, with a further 100,000 seriously injured. The cost of all road crashes (excluding traffic delay costs) exceeds 2% of the region’s GDP annually. The region contains newly motorising countries where growth in road crashes is not yet fully stabilised, countries where basic stabilisation has taken place and countries where action is leading to declining road deaths at varying rates. In every country the safety of roads carrying high traffic flows is not fit for 21st century purpose.
About SENSOR Project
The South East Neighbourhood Safe Routes (SENSOR) project builds on outstanding cooperation between automobile clubs, universities and road authorities. Co-financed by the South East Europe (SEE) Transnational Cooperation Programme and the European Union, the 2-year project brings together 14 countries – Greece, Slovakia, Hungary, Slovenia, Republic of Moldova, Serbia, Former Yugoslav Republic of Macedonia, Bosnia and Herzegovina, Croatia, Albania, Montenegro, Bulgaria, Romania, and Ukraine.
Most countries in South East Europe are constructing new roads or rehabilitating existing roads to achieve mobility benefits and need assistance to target investment so that they can raise the overall level of safety performance of routes in a measurable way. Some countries currently have safety programmes focusing on blackspots which, while highly effective at a local level, are not of a scale proportionate to the loss of life and limb.
Development banks globally have jointly announced their support for safety ratings and improving infrastructure safety performance measurably as part of their UN Decade of Action for Road Safety commitment. The SENSOR project takes safety rating to the next level – moving from measurement to action by identifying the risks that road users face from infrastructure and the changes that can save the most lives for the money available.
To do so, Project Partners will apply the latest tools from the International Road Assessment Programme (iRAP), a charity supporting countries and financial institutions worldwide during the UN Decade. The results give GPS-mapped sites where improvements, often as simple as barriers, school crossings or roadside hazard clearance, can make a difference.
Work Programme
Together, SENSOR partners will develop plans to eliminate high risk roads through:
1.a programme of Risk Mapping on the trans-European road network (TEN-T) throughout the SEE Programme Area based on recorded deaths and serious injuries and traffic censuses;
2.a fuller programme of Risk Mapping in participating countries to include busy national and regional roads, or to determine the limitations of existing data recording systems on networks where this cannot be achieved;
3.a programme of road inspections in participating countries on a network on which road deaths are concentrated and undertake (i) safety rating of this infrastructure (Star Rating) for up to 4 road-user classes, and (ii) "bank ready" high-return Safer Roads Investment Plans (SRIP) capable of being implemented as free-standing schemes, within periodic maintenance or within new build and rehabilitation programmes;
4.a programme of mass communications and professional outreach and training involvinginternational figures and celebrities to enable public, political and professional support for safe infrastructure programmes.
